An insurgent resists the rule of a government, lawfully or not. The term terrorism does not fairly apply as insurgents are usually those with some legitimate claim to be resisting or representing some group that is resisting, and with militarily effective actions, not just scary ones.
On an Internet forum, an insurgent is usually called a troll.
