From their home page:

K-Meleon is a light web browser based on Gecko (the Mozilla rendering engine). It’s fast, has a minimal interface, and it is fully standards-compliant. To make it simple, K-Meleon may be considered the unbloated Mozilla for Windows.
K-Meleon is built on a powerful plugin architecture, which gives developers the ability to add new features. See the Plugin Howto for more information.
K-Meleon is released under the GNU General Public License.

It even runs at an acceptable speed on old PCs like Pentium-100.

(Not to be confused with a web browser for KDE or the web browser included with KDE named Konqueror)
