“A set of technical and organizational notes about the Internet … memos in the RFC series discuss many aspects of computer networking, including protocols, procedures, programs, and concepts, as well as meeting notes, opinions, and sometimes humor.”

RFCs were edited by one person for nearly 30 years: Jon Postel (http://www.postel.org/remembrances/cohen-story.html), a unique person and clearly a core member of the Internet’s consiousness. Now it is edited by ISOC (http://www.isoc.org/). RFCs also function as an informal Internet rule system that help govern the Internet.
